Dear Ken, I have researched alot on this subject and found that we can only fire unmodulated/modulated carrier on unknown carrier. we have no other method even satellite operator have no method to get rid of that errant stations. if we stop the transponder then other clients tranmission will also stop.

Ah, but the advanced student can deduce the methodology of the techniques using their own knowledge of satellite systems and technologies: only the technical detail is required then to complete a system capable of locating errant stations.
